How do I display a Street Index in a Layout so the text wraps?

I've got a 6 x 6 foot layout and a good sized space at the bottom to put the Street Name and Map Grid in two side-by-side columns. Given that there are about 1500 different street names, I need the list to wrap so that it is in several columns.
What's the best way to do this?
