Occasionally an image doesn't line up with boundaries that are determined to be accurate. I need to be able to grab the whole image and shift it slightly to align more accurately. I've tried reprojecting the image but it is still off slightly. Thanks.

Have you read the documentation for georeferencing a raster image?  You will read there that you can permanently transform your raster dataset after georeferencing it by using the Rectify command on the Georeferencing toolbar or by using the Warp tool.
