I'm must be missing a step when using the map template and applying the cartographic representations. I downloaded the template and added the styles. From here, how do I add the representation rules?

Mapping Center Answer:

First, for the layer that you want to apply the rep rule to, right click the layer in the Table of Contents (ToC) and click Convert Symbology to Representation. Now right click the layer in the ToC, click Properties and click the Symbology tab.  Here, under the left pane there is a button with an arrow pointing to the right.  That is the Rule Options button.  Click that and click Load Rule...  Since you already have the style referenced, just scroll down to find the rep rule that you want to apply.  Before you click OK to accept the changes, note the rule ID that is shown for the symbology.  When you click OK this rule ID will also be shown in the ToC.

Now you are halfway there.

The symbology you selected will not be applied yet if the rule ID for your layer is anything other than 1, so you need to open the attribute table and look at the RuleID field.  Using Field Calulator, calculate the ID value to be the same as the rule ID in the ToC and on the Symbology tab.  Now when you accept the changes, the symbology should appear correctly.
