how I can create a layout showing layers at different heights? as in the attachment. But the layers have real heights.
Mapping Center Answer:
ArcScene can be used to create this effect. Each layer in the stack should be given a progressively higher offset. You will need to experiment with the offset values based on the extent (size) of your layers.
ArcScene's depiction of these layers can be exported to a graphics file that can be imported into ArcMap if you literally need to have this view in an ArcMap layout.
