how I can create a layout showing layers at different heights? as in the attachment. But the layers have real heights.

Sorry but I can't find what you answer to me. Coul you explain to me in more detail please. Thank you.

First, the technique you are asking for is not supported in ArcGIS.  The response we originally gave was a specialized workflow we have used to accomplish something similar. 

Since you indicate the heights are specific, you should definitely be using ArcScene to display your data.  ArcScene requires that you have the 3D Analyst extension.

In ArcScene you would just set the Base Height (in layer properties) of each of your layer to the height value they should be displayed at.  Then you would need to navigate within the display to a good vantage point to view the stack of layers.
