Label facilities using numbers

Hello,

I would like to label city facilities with numbers inside circle on the map, with the corresponding name of the facility in the legend next to the number. I know how to create the labels on the map, however, is there a way to automatically create the legend part? Thank you.

You might do better to think of this as a symbolization rather than a labeling solution.  If you assign each facility a symbol that is the number with a circle around it, and then you make sure that the label for the features is correct (on the Symbology tab when you are looking at the layer properties) then you can simply add a legend and it will contain the symbol and the label that you want to appear next to it. To make the symbols, create multi-layer symbols.  The number can be a character marker symbol for the font of your choice.  Consider using Esri Default Marker font to create the circle and its fill as this font was created specifically so that you could combine outlines and fills in the way that you need them.

You can add another layer to the symbol for the second digit and then use the x offset the slide the digits to the left or right.
