It is possible to put a label for a polygon not in front of the polygon but behind it? Because the polygon has transparency.

Labels will always draw above everything else in your map document. Therefore, the only way you can position them below your polygon is by converting them to annotation using the Convert Labels to Annotation option. Once the labels are annotation, you can reorder the annotation layer in the Table of Contents – this sets which layers will draw over the other layers.
