I was wondering if it is possible to import and use an icon file as a symbol in ArcGIS?

You can definitely import and use an icon file as a symbol. The graphic image file has to be in either .bmp or .emf format, and then it can be used to create a picture symbol. Picture symbols can be used to symbolize point features, polygon features (as the repeating image within the fill), and line symbols (as the repeating symbol along a line). The step-by-step instructions for making new symbols using "pictures" (.emf or .bmp files) is in the online help topic About creating new symbols.

You Note that if the graphic file for your icon is not in .emf or .bmp format, you can convert what you have into one of these file formats. There are many ways to do this. For example, I did a quick Web search and found this one, but there are many others, and you can also use programs such as PhotoShop, SnagIt and others.
