Side-by-side polygon boundary symbolization?

Making a map of congressional and legislative districts, there are a number of places where boundaries overlap. I'm symbolizing both types with no fill, congressional districts as red boundaries and legislative districts as orange. I would like to see both the red and the orange lines where the boundaries overlap. Ideally, the red, congressional boundary lines would not move, but overlapping orange, legislative boundary lines would appear just inside the red line.

Can I do this in any automated way, without having to manually override representation geometry in each of the overlapping locations?
