Is there any way to insert a picture on your layout and then be able to rotate it as you can graphic elements?

Mapping Center Answer:

Yes, this is possible, with a few caveats.  First, you cannot rotate a picture that you add to a layout.  So instead add a new data frame, add the picture to THAT data frame and then rotate the data frame.  To do this, you can use the Rotate Data Frame tool which is on the Data frame tools toolbar (you can add this to your ArcMap interface just like you do any other toolbar.) For help, see the Using data frames help topic, then scroll down to the section titled "Working with the Data Frame tools".  Alternatively, you can right click the data frame name in the Table of Contents and on the General tab, change the Rotation value.

You will want to check to see if the background appears as you want -- you may have to make it transparent.  To do that, use a .gif, for example. 

Another approach is to modify the picture using other software, such as PhotoShop, and insert the modified picture into your page layout.
