Annotation: Labels suddenly behind the features?

In my oft-referenced annotation class, one label class (the dreaded I-215), though it places nicely upon converting (still not sure why it changes at all), has also decided to place the labels behind the features (see attached). Why is this happening? Thank you!

Mapping Center Answer:

If you have converted labels to annotation, the first thing to check is whether the annotation is above the line layer in the TOC. It should be.

If it is and this is still a problem, you should check to see if your map has 8.x style symbol level drawing enabled (the advanced drawing options of the data frame will indicate this if you do) If so, the red lines may be set to draw above everything else. You should convert to the more modern symbol level drawing style on the advanced drawing options dialog.
