Enforce label interaction rules between 2 dataframes?

Hello! I'm using two dataframes with d.dr.pages to create the effect I've attached. The idea is to have the focal area bold, but with a faded effect on the surrounding area to provide context without emphasis. My "faded" data frame labels infringe upon my focal point labels--is there a way to make them aware of each other? Thank you!

Mapping Center Answer:

There is no way to make labels from one data frame aware of labels in another data frame.  However, you can try this workaround.  In the date frame with the main data driven content (where you have your focal data) you can force the road labels to stay within the data driven page extent.  Right click the name of the data frame in the Table of Contents, click Properties and click the Data Frame tab.  Under Clip Options, select Clip to current data driven page extent from the drop down.  Next click the Exclude Layers… button and make sure your road labels are not selected.  By doing this you will only allow labels to show in the data driven page extent and you won’t have the overrun issue you show in your example.  For further information on clipping to the current data driven extent refer to help.
