Can I render labels or annotation under feature?

Using ArcGIS10 with Maplex extension:
I have a roads layer label about the height of the road and I would like to have the storm, sanitary and water main features draw over these labels. Is there a way to do this with the current available settings or some way to work around this issue without buying third party software?

Mapping Center Answer:

Labels will always draw on top of other features, but annotation layers can be moved up or down in the Table of Contents, just like other layers, so that you can change the drawing order of the annotation, just as you do other layers.
