Remove Duplicates and Street vs. Regular Placement

Hello! Please see the attached. I must be missing something; it appears my remove duplicates settings are overwritten by some other force, and I can't seem to find a setting that will place the circled symbols a) with appropriate frequency and b) with horizontal orientation. Thank you!

Apologies for the delay--I opted to take the week end to clear my head and make sure I saw this fresh.

A couple thoughts.  First, I wanted to make sure your remove duplicates distance is lower than your repeat labels distance by about 0.5 inches.

Second, I am thinking you have more than one label class for your road shields--is that the case?  The reason I suspect this is that you can produce the kind of result shown in your enclosure by having two label classes for road shields where the SQL Query includes the same features in both classes.  Remove duplicates only applies to the labels within a given label class, and will not remove duplicates from other label classes.

If that wasn't it we will take this up in the comments. If you did have more than one label class, please include the SQL Queries.

1) Yes, RDupes distance is lower than repeat by about .5 in
2) I have two label classes in this layer, but per SQL Queries, only one drives the symbols in question:
Default: Road_Type <> 'RAMP' and Func_Code Not In(0, 7) and Func_Code is not Null and ROAD_NAME <> '215'
CC215: ROAD_NAME = '215'
