Feature Class high weight/low weight

Hello! I have a feature class whose linework must be infringed upon by road project labels which are checked "never remove; allow overlap." However, I want the linework's street name labels to be placed more carefully, as though the lines had a weight of about 500 or so. When I up the feature weight, it overrides the "never remove; allow overlap" instruction on the project labels, and I lose some of them. How can I mitigate this? Thank you!

We have not seen this occur before. "Never remove" will try to respect the weight but will ultimately place over it when it can't find a good location. Without looking at your map, we can't really tell what is happening in your situation. I'd like to suggest that you contact our Technical Support Team on this issue. Note that, from our experience, the "Never Remove" option is not something you want to use as a matter of course. By definition, it creates a conflict between the desire to get all labels on the map and not have them overlap.
