Using a hashed line symbol for a polygon outline - arcgis 9.3.1

When trying to use the hash symbol as the outline for a polygon, the result looks like a doubled line. I'm using a cartographic line symbol, 0.4 width, Dashed 6:6 although I've used other symbols. It looks like it is drawing a line around each polygon instead of drawing one line as a shared boundary. Is there anyway to have it just show one line?
