Outline for multiple polygons

I want to take a group of polygons and have a border for the entire group, not an outline for each polygon. Without drawing, is there a way to do that?

When your polygons are not not exactly adjacent, say they are separated by some ROW polygons that don't share the same attribute which you would setup your symbology or your dissolve? The Knowledge Base article linked does not handle this situation. Do you know of a way to handle it?
