Can you control the draw order of Maplex created labels

Is there a way to control when the Maplex labels will be drawn in relation to the draw order of the feature classes in the table of contents? Currently, the labels draw last. I would like to have the labels be drawn prior to when a "masking" layer is drawn. I am trying to create a map that only shows road names within a specific polygon and not have the road names show up within the other polygons.

The way you do this is design your dynamic labels as you would wish them to appear then convert labels to annotation features. This creates a feature class comprising of just your labels which you can then position in the Table of Contents wherever you like, thereby controlling the draw order.
