Can you expand one category in a layer so that ONE specific designation can be based on another file?

Wondering if there is a way to expand one category in a layer so that ONE specific designation can be expanded based on another field?
I have flood zone designations field called "Fld_Haz"- A, AE, AH, AO I need AO to be expanded to define it's depth of flooding based on another field called "depth". I need to do this for 10 counties of different DFIRM datasets.
So other than extracting out the OA layer for each dataset and overlaying it over each Flood Hazard zone, I don't see any work around using the advanced symbology tools?
Mapping Center Answer:
No way to do that. I would make two layers; one with a definition query of "Fld_Haz" <> "AO". Then the other layer would be "Fld_Haz" = "AO". Then symbolize the layers as you need to. In your legend, you can customize the AO layer's legend item so it doesn't have a layer name or heading to make it snug up to the other Fld_Haz legend items.
