How to Align Annotation in Different FCs

I have two annotation feature classes, one that stores a location ID and a second that stores the location name. They are in separate feature classes because I need to deliver this map as a pdf and let the user turn the IDs and names on and off independently of each other.

Right now I am manually aligning the ID and the name so they are stacked on top of each other and right- or left-aligned depending on which version fits better on the map. I haven't found any alignment choices to align the two annotation features to each other. Am I missing something or is this just functionality that is lacking?

You can use the align tools on the Draw toolbar to achive this. Note that in order to edit annotation with the Draw toolbar you have set it as active drawing target and use graphic selection.
