Generate and apply hundreds of legends to rasters in an MXD -- program a solution?

I am working with a team who is developing a map application and we need to generate and save layers for hundreds of rasters with various min and max's. In order for them to display variability within each one, it looks like I need to develop each one individually by hand.

Is there a way to program a solution for this?

We are assuming that you mean you want to save layer files. If that is indeed the case, there is a Save to Layer File tool (ArcToolbox > Data Management > Layers and Table Views toolset) that you should find useful. If you right click the tool, then select Batch, you’ll be able to batch process all of your raster layers within the same map document.
