how to set transparency for overlapping circular gradient polygons

We would like to display a polygon layer using the circular gradient style, but we would like to see transparency within the layer. That is, we would like to be able to see the colors of overlapped features which are below other features in the same layer. Is this possible? We have tried adjusting the transparency of our polygon layer but this only adjusts the overall transparency. Note: the polygons displayed w/ circular gradient symbols are 50m buffer of the displayed centroids, which are symbolized as black diamonds.

Mapping Center Answer:

This is not curently possible in ArcMap; however, if you plan to use ArcGIS server to make a web map, you can do this. Here is the online help topic for Enabling the option to convert layer transparency to color transparency may improve performance.
