Where are "Masking Tools"?

Hi: I attempted to follow the procedure described in "Adding labels to ArcGIS Online web maps: Part 1" but under System Toolboxes > Cartography Tools I do not have "Masking Tools". I am running ESRI ArcMap 10.0 with Service Pack 3. Do I have access to Masking Tools?

Thank you for your help as I am enjoying ArcGIS.com quite a bit and using it frequently.

Mapping Center Answer:

Note in the blog entry that you have to have an ArcInfo level license to access the Masking tools.  Do you have that?  If you do and you still cannot find them, then you should contact our Technical Support team as they should be in the lcoation indicated: ArcToolBox > Cartography > Masking Tools. Thanks, but I didn't see reference to ArcInfo being required in the blog.

Sorry -- I tried to make it obvious at the start so that people who didn't have that license level would know right away:

"Variable-depth masking is an ArcMap drawing technique (available at the ArcInfo level)..."
