Can I make a web map in ArcGIS online that does not use a basemap?

Mapping Center Answer:

You do need to use a basemap but with some modifications you can make your basemap 'disappear'. The simple way is to add your operational overlays or other map data to the ArcGIS.com Map Viewer and then set the transparency of the basemap to 100% It will then disappear from your web map.

Alternatively, you can use your own basemap (map!) by pointing your web map to your own ArcGIS Map Services directory.  Check out the ArcGIS Online Blog: Using custom basemaps for details.
