Labels are not affected by transparency

Hello, I've created a whitewash effect similar to that shown in:

However i want my labels that are underneaf the transparent polygon to also be effected by the transparency. Is there anyway around this?

Mapping Center Answer:

Dynamic labels will always draw on top of all other layers, no matter where in the table of contents the layer that they are associated with is positioned. If you convert the labels to annotation, you can reorder the annotation layer in the table of contents. Therefore, please convert your labels to annotation and then place that layer or those layers under the whitewash layer in the table of contents and the transparency will also be applied to the annotation.
