How do you label a contour line so that the line breaks for the value?

There’s a help topic on this subject, it’s called Working with variable depth masking.

The short story is that once you’ve produced annotation for your contour labels (there’s no way to do this on the fly), you can create masks using the Feature Outline Masks tool. This tool requires an ArcInfo license. Those masks are used by the Advanced Drawing options (right click on a data frame to see that choice in the context menu).

See the section in the Working with variable depth masking help topic called About using a masking layer which explains how to set up the masking layer. The masking layer is what the Feature Outline Masks tool produces in this case.
