I am an advid fisherman on the west coast of florida. I have arc explorer and I am trying to figure out how to view 3d ocean contour. I know that information is available via NOAA for free but their site is very complicated, as far as getting contour information. All the better depth finders offer that feature and it is not something that they developed they get the information from NOAA.

Hopefuly I can get the information from arc.

As far as I can tell there is no web service or free download-able data.  I used: http://maps.csc.noaa.gov/LegAtlas/viewer.html and found no data for the west coast of Florida.  I would suggest you send an email to one of the contacts on NOAA website.  If you get an answer please post it here as a comment.

NOAA has lidar data available that may be useful to you.

There is also the NGDC Coastal Relief Model for coastal areas around the U.S. It includes land topography and ocean bathymetry. The URL is http://www.ngdc.noaa.gov/mgg/coastal/crm.html.
