Singular or Plural for labels on legend items?

Should the items in a legend be singular or plural. I see it both ways in map books.

Mapping Center Answer:
Typically, a legend shows a single representative graphic for each kind of feature, therefore the label should be singular. If more than one graphic is used to illustrate the variety of depictions for a given kind of feature or the nature of the feature is plural, then a plural label is appropriate.
Beyond being grammatically correct, singular labels usually require fewer letters, and therefore result in a smaller, more efficient legend.
