Polygon Shared/common border

I have a polygon file of counties that I wanted to create a topology on, but each polygon is its own entity without a common border. How can I create a common border so that I can manipulate the boundaries once.

Mapping Center Answer:

Use the Polygon to Line tool (as opposed to the feature to line tool). If you're polygons don't have decent correspondence, i.e., already have good topology, you may want to use the Integrate tool first (note that you should make a copy of your data first if you try the integrate tool).

Note that this requires an ArcInfo license.  Otherwise the easiest way is to create a new line feature class and use the Trace edit tools to create lines.
