Custom Reps Geometric Effects

Just a call to all Mapping Center users for help with customized Geometric Effects for representations. Now that Version 9.3 has the ability to create a "transparent" legend, we'd like to use it. BUT: we want to retain a solid line colour, and have only the interior polygon or marker symbol fill be transparent. Has anyone out there created a custom geometric effect for transparent fills? Any suggestions other than creating a new layer/rep rule for just the solid boundary? Any code to share?

Why not just use two layers--one for the outlines and one for the fills? That's what what I'd do with or without representations.
