Can you direct me to a location for primary road shape files for Morris County New Jersey? I
could use lakes, rivers and boundaries also.

These data are all available on the ESRI Data and Maps that that comes free with your ArcGIS license. Your organization should already have the DVDs, though if not, it likely makes more sense to just request and update which is available on the webpage that I referenced above.
