Symbolizing with multiple attributes

I am trying to symbolize two different attributes with the same symbol using the multiple attributes feature in the symbology tab. I want to symbolize area by circle size, and vegetation percent cover at those points by color in the circle. However, there are a few overlapping circles and when I go to the symbology tab and click the advanced button, the symbol levels option is gone. Is there a way to ensure that the smaller circles always draw on top of the larger symbols?

The out of the box options for bivariate display does not support quantity by quantity bivariate display.  We've got a number of ArcObjects examples:

That should do what you're asking for, but you'll need to install the .dll file (link at the bottom of the above webpage).
