problems with transparency

When I sent the layout to the plotter with data associated to transparency, they show blank n(white color) on my hard copy. Any ideas? Thanks a lot!
Mapping Center Answer:
Unfortunately we do not support the idea of transparent data frames--only layers. If you have two data frames such that they overlap, and if the top one has any transparency, it will draw to white, blocking the lower data frame.
