Symbolize Inner Edge of Polygons (cont.)

The suggested solution before at http://mappingCenter.esri.com/index.cfm?fa=ask.answers&q=544 may not be appropriate.

1. User does not have Spatial Analyst
2. The required output is using patterns along the inner edge instead of color ramps.

Are there any alternative solutions?

You can use a buffer approach instead -- here is some documentation on that approach (note that this doc also has another Spatial Analyst approach that utilizes Euclidean Distance instead, so there is also another SA solution there!)

Using the buffer appraoch you will make the buffer polygons transparent so that you can see the data belolw them.

I can't quite tell if part of the original question is if you can also turn off the polygon boundary line itself, but you can also do that with this approach.
