Hello, I am working with a customer and trying to map out data of birds as captured on radar. We have the x,y location of the radar, the bearing, distance and count of the birds. I cannot figure a way to make the map with the chart at its location. Attached are some examples we are trying to replicate.

Right now there is not way to create your own rose diagram in ArcGIS. Sorry!
