The First Step?

I have gotten confused. What do you do first in ArcCatalog..create a file geodatabase first, then create a layer, and then a dBase table? Or a feature layer class, then a file geodatabase, then the dBase table? And do you have to join the dBase table to the layer created?

You don't need to do any of these things.  Simply click on the map of the US Public Land Survey and click Open.  It will open up in an ArcGIS map docuemnt.  Or you can click Save and save the file to a location on your disk. Then in ArcMap, open an existing map document or create a new one, click the Add Data button, navigate to where you saved the file and add it to your .mxd.
