Moving point symbols

I'd like to move overlapping point symbols in an automated fashion but using representations is limited to moving one point at a time. For example, if I have multiple overlapping valve (point/circle) symbols at the intersection of pipes, I'd like to be able to use a tool that will move the symbols apart a specified distance in relationship to the scale of the layout view and symbol size being used. I'm assuming the the valve geometry would remain unmoved and that the symbols only would be moved. I would appreciate any help or suggestions.

They all deal with some method of displacing or offsetting coincident points or stacks or clusters of point features so all the points can be seen.
