Showing 2d maps in my application

I am developing an application using Visual C++, and as part of my application I need to
show maps. I already have all the shapefiles I need, I'm just looking for a tool that displays the
map on the screen.

I would suggest having a look at the ESRI Developer’s Network website and in particular look at the map control. In searching for that I found one other help topic that will be of use to you, which tells how to work with the Map control.
