Can you implement a GIS if a municipality was not yet tax mapped?

Certainly you may!  There are alternative base maps for cities and other municipalities. It is not required that a municipality's base map be a tax map. That said, there are certain advantages to using the tax map as the base map, including the ability to use the same base map for municipal needs in addition to tax assessment.  If a tax map is not used, an alternative base map will be required.  Depending on what the needs are for the map of the municipality, you might be able to find guidance from one or more of the data models decribed on the Data Models web page of the ESRI Support Site on how to design yours.
