Street center lines - appeareance issues

When I map our street centerlines, what appears to be a continuous line at a low line weight appears segmented at line weights of > 3 pt with a line casing.

Attached is a .pdf with our Towns Street Centerlines using the Freeway Cartographic Line Symbol.

Mapping Center Answer:

On Mapping Center, we did a series of blog entries on symbolizing roads with cased line symbols, as you have done (this is a line symbol with color in the middle and black lines along the edges). The problem you are encountering is due to segmented line data and can be resolved using the Dissolve tool and Symbol Level Drawing.
