Legend items spacing

If I want to have a larger space between one legend item and the rest of the legend, (to highlight it as the main feautre of the map) can I do that without converting the legend to graphics?

If the legend item is a single item in one layer, you could make three legends (containing the appropriate layers' legends) and control the spacing that way. Otherwise you're on the right track with converting to graphics.
