Hatch Symbols with fixed angle

I'd like to create a line with a hatch symbol which follows the line a 5-degree angle relative to the page rather than the line. The symbol editor allows one to create a hatch with a specific angle, but this follows the curve or arc of the line and this isn't the effect that I want. I can make a polygon that uses the geometry of the line for one edge and fill it with a hatch, but this doesn't work well either, partly because it creates hatches which aren't attached to the line.

I cannot think of an easy way to do that, so your idea of making a polygon (using teh Buffer tool) is better. The issue of hatches that are stranded can be dealt with using cartographic representations, where you can edit a free representation using the Eraser tool to remove those few problem hatches.
