Annotation (for contours)

I am working on a map with text annotation and contour lines. The contour lines are conflicting with the text. Is there a way to fix this? I already tried using a higher weight for the annotation and I tried using a buffer. Am I able to make it so the road names text with not overlap the contour lines?

There are a couple of help topics now that cover ways to do this.  First is using halo labels, which will work if you have a single color or white background to your map:

Second is for when the background of the map varies, so the task is to block out just the contours

This involves creating masking polygons using the Feature Outline Masks tool, (ArcInfo Only).
