Problem with PDF export

When I export my file to PDF, the layer which has transparency set does not appear in the export file. As per an earlier suggestion, I have upgraded ARCGIS to 9.3.1 and am running on Vista. Please see the attached file which is missing a layer which was turned on in ArcView.

It has not yet been resolved and likely will not be resolved until we replace the Windows GDI with something that is more robust and can handle the graphics that ArcGIS is able to produce.
