Overlay a county jpeg document on my map

Some valuable water resource data for our county is only available via a jpeg, pdf or tif format. I would like to overlay this with a map created with data our department collects: septic system and well locations.

You can do this by georeferencing the image so that it aligns with your data. Here is a link to the online help to do that.
