How to create a feature from a Lat-Long point?

My goal is to create a 10-mile buffer around a point defined by Lat-Long coordinates. I think I have to turn the point into a "feature" first, is that right? Then create the buffer around that feature? Any help would be greatly appreciated.

Yes, that is correct -- you would need to have a feature if you wanted to use the Buffer tools.

This is easy -- you can simply add the x,y data to your map -- the option is under the Tools menu off the top bar menu in ArcMap -- select the Add X,Y Data tool. Once you add the data to the map, you can export it (right click and click the Data -> Export Data option) to make it a point feature class. Then you can buffer the point features.
