We are looking to define cartographic standards for our map products (electric utility). I am finding multiple references to Charlie Frye's 'Map Specification Sheet' to assist in developing the standards. I could not locate this on the mapping center page.

I think what you are looking for is "The ArcGIS 1:24,000 Scale Base Map Specification" poster. You can find this on the Mapping Center's ArcGIS Resources tab under the Cartographic Data Modeling section. A link to a PDF of the poster is available in the Basemap Data Model section of the page.
