How do I convert a multiple-ring buffer into a variable transparency boundary? I want to vary
the transparency of a boundary multiple ring buffer from 95 percent transparency to 0 percent some
given distance out from a polygon.

You’ll need to do two things. First is add a field that contains the percentage of transparency each buffer ring should be displayed with. Second is in ArcMap’s layer properties dialog on the Symbology tab: click the Advanced button and choose Transparency. This will open the Transparency dialog where you should specify this field. This will work on polygon data for any of the Single Symbol, Quantities, or Categories symbology methods. What this will do is display each feature (buffer ring) using the transparency level you set in that attribute.

If you’ve got lots of buffer features use the Calculate Field tool to automate assigning the transparency values.
