Inserting Image into Callout Labels

Hi,
I have a hyperlinked point shapefile that links to a set of GPS jpeg images. I would like to have the images display in callout labels on my map. Is this possible? I'm using Arcmap 9.1. Note that I posted the same question here:

Unfortunately there's no way to do what you're asking for automatically. The labeling functionality is relegated to text. Hyperlinks and HTML Popups (added in 9.3 [I think]), are dynamic/interactive functionality for the content you describe.
So, you'd need to either set these up as raster layers and georeference each image into place, or add them as pictures (make sure to just reference them, and not add them to the MXD--which would become huge).

Note that ArcPhoto does what I want, in that it can automatically create a picture label, although having it produce labels is both rather complicated and involved when what's required is a simple labeling exercise (I already have a point shapefile, and although I'm sure creating a raster gdb has advantages, I would be happy to have it as an optional rather than required step.)
